     liquor in a public place, as defined in section 1 of the Liquor
     Control and Licensing Act, or on a highway, are, during the
     period July 22, 1993 to August 9, 1993, a prescribed category of
     bylaw for the purposes of section 934.1(1)(a) of the ACT.
