On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and consent of the Executive Council, orders that the orders set out in the Appendix are made.

APPENDIX

Aboriginal Affairs
1  The duties, powers and functions of the Minister of Labour and the Ministry of Labour in relation to the Insurance Corporation of British Columbia are transferred to the Minister of Aboriginal Affairs and Minister Responsible for ICBC and the Ministry of Aboriginal Affairs respectively.
2  The Minister of Aboriginal Affairs and Minister Responsible for ICBC is charged with the administration of the enactments listed in Column A of Table 1, and all provisions in previous orders charging another member of the Executive Council with the administration of those enactments are rescinded.
3  The Minister of Aboriginal Affairs and Minister Responsible for ICBC is charged with the administration of those provisions of the Motor Vehicle Act and the Commercial Transport Act that are not listed in Column A or B of Table 1 insofar as they relate to the affairs of the Insurance Corporation of British Columbia, and all provisions in previous orders charging another member of the Executive Council with the administration of those provisions are rescinded.
4  The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions related to in section 1 of this Appendix and for the administration of the enactments referred to in sections 2 and 3 of this Appendix may be expended by the Minister of Aboriginal Affairs and Minister Responsible for ICBC and the Ministry of Aboriginal Affairs.

6 The Ministry of Community Development, Cooperatives and Volunteers is established.
7 The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment respecting the British Columbia Community Financial Services Corporation are transferred to the Minister of Community Development, Cooperatives and Volunteers and the Ministry of Community Development, Cooperatives and Volunteers.
8 The Minister of Community Development, Cooperatives and Volunteers is charged with the administration of the Cooperative Association Act (R.S.B.C. 1996, c. 71), the Cooperative Association Act (S.B.C. 1999, c. 98) and the Community Financial Services Act, and all provisions in previous orders charging another member of the Executive Council with the administration of those enactments are rescinded.
9 The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions referred to in section 7 and for the administration of the enactments referrred to in section 8 may be expended by the Minister of Community Development and the Ministry of Community Development, Cooperatives and Volunteers.
Finance and Corporate Relations
10 The Minister of Finance and Corporate Relations is charged with the administration of the following enactments, and all provisions in previous orders charging another member of the Executive Council with the administration of those enactments are recinded:

11 The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment in relation to the Vancouver Trade and Convention Centre are transferred to the Minister of Finance and Corporate Relations and the Ministry of Finance and Corporate Relations respectively.
12 The unexpended balance of money and other resources authorized for the administration of the enactments referred to in section 10 and authorized for the administration of the duties, powers and functions referred to in section 11 may be expended by the Minister of Finance and Corporate Relations and the Ministry of Finance and Corporate Relations respectively.
Labour
13 The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment in relation to
(a) the British Columbia Gaming Commission,
(b) the British Columbia Racing Commission,
(c) gaming, other than the Gaming Audit and Investigations Office, and
(d) the Lottery Corporation,

are transferred to the Minister of Labour and the Ministry of Labour respectively.
14 The Minister of Labour is charged with the administration of the following enactments, and all provisions in previous orders charging another member of the Executive Council with the administration of those enactments are rescinded:

15 The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions referred to in section 13 and for the administration of the enactments referred to in section 14 may be expended by the Minister of Labour and the Ministry of Labour.
16 The duties, powers and functions of the Minister of Finance and Corporate Relations and the Ministry of Finance and Corporate Relations in relation to the Superannuation Commission are transferred to the Minister of Labour and the Ministry of Labour respectively.
17 The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions referred to in section 16 may be expended by the Minister of Labour and the Ministry of Labour.
Public Service
18 The Minister Responsible for Public Service is charged with the administration of the Public Service Act, and all provisions in previous orders charging another member of the Executive Council with the administration of that Act are rescinded.
19 The unexpended balance of money and other resources authorized for the administration of the Act referred to in section 18 may be expended by the Minister Responsible for Public Service.
Social Development and Economic Security
20 The Ministry of Human Resources is renamed the Ministry of Social Development and Economic Security.
21 The duties, powers and functions of the Minister of Advanced Education, Training and Technology and Minister of Intergovernmental Relations and the Ministry of Advanced Education, Training and Technology and Ministry of Intergovernmental Relations respecting the Office for Disability Issues and Skills Development programs are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.
22 The duties, powers and functions of the Minister for Children and Families and the Ministry for Children and Families respecting child care services and the Provincial Child Care Advisory Council are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.
23 The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment respecting the British Columbia Housing Management Commission and the Provincial Rental Housing Commission are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.
24 The duties, powers and functions of the Minister of Municipal Affairs and the Ministry of Municipal Affairs respecting the Building Code Appeal Board and housing policy are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.
25 The Minister of Social Development and Economic Security is charged with the administration of the following enactments, and all provisions in previous orders charging another member of the Executive Council with the administration of those enactments are rescinded:

26 The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions referred to in sections 21 to 24 or for the administration of enactments referred to in section 25 may be expended by the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.
27 Where reference is made in Part 5 of the Freedom of Criminal Records Review Act to the Minister of Women's Equality, the reference shall be deemed to be to the Minister of Social Development.
Women's Equality
28 The duties, powers and functions respecting the Rapid Transit Project 2000 Ltd., are transferred to the Minister of Women's Equality and the Ministry of Women's Equality respectively.
29 The Minister of Women's Equality is charged with the administration of the British Columbia Transit Act, and all provisions in previous orders charging another member of the Executive Council with the administration of that Act are rescinded.
30 The unexpended balance of money and other resources authorized for the administration of the duties, powers and functions referred to in section 28 and the administration of the enactment referred to in section 29 may be expended by the Minister of Advanced Education, Training and Technology and Minister of Intergovernmental Affairs and the Ministry of Advanced Education, Training and Technology and Ministry of Intergovernmental Affairs.
31 The Minister of Agriculture and Food is charged with the administration of the Land Reserve Commission Act (S.B.C. 1999, c. 14).
32 The Minister of Advanced Education, Training and Technology is charged with the administration of the Tuition Fee Freeze Act (S.B.C. 1999, c. 23).
33 The Attorney General and Minister Responsible for Multiculturalism, Human Rights and Immigration is charged with the administration of the Electoral Districts Act (S.B.C. 1999, c. 31).
34 The Minister of Aboriginal Affairs is charged with the administration of the Nisga'a Final Agreement Act (S.B.C. 1999, c. 3).
