Aboriginal Affairs

The duties, powers and functions of the Minister of Labour and the Ministry of Labour in relation to the Insurance Corporation of British Columbia are transferred to the Minister of Aboriginal Affairs and Minister Responsible for ICBC and the Ministry of Aboriginal Affairs respectively.

The Minister of Aboriginal Affairs and Minister Responsible for ICBC is charged with the administration of the enactments listed in Column A of Table 1.

The Minister of Aboriginal Affairs and Minister Responsible for ICBC is charged with the administration of those provisions of the Motor Vehicle Act and the Commercial Transport Act that are not listed in Column A or B of Table 1 insofar as they relate to the affairs of the Insurance Corporation of British Columbia.

Community Development, Cooperatives and Volunteers

The Ministry of Community Development, Cooperatives and Volunteers is established.

The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment respecting the British Columbia Community Financial Services Corporation are transferred to the Minister of Community Development, Cooperatives and Volunteers and the Ministry of Community Development, Cooperatives and Volunteers.

The Minister of Community Development, Cooperatives and Volunteers is charged with the administration of the Cooperative Association Act (R.S.B.C. 1996, c. 71), the Cooperative Association Act (S.B.C. 1999, c.98) and the Community Financial Services Act

Finance and Corporate Relations

The Minister of Finance and Corporate Relations is charged with the administration of the following enactments.

Ferry Corporation Act,
Probate Fee Act (S.B.C. 1999, c. 4)
Regulatory Impact Statement Act (S.B.C. 1999, c. 19)

The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment in relation to the Vancouver Trade and Convention Centre are transferred to the Minister of Finance and Corporate Relations and the Ministry of Finance and Corporate Relations respectively.

Labour

The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment in relation to

(a) the British Columbia Gaming Commission,
(b) the British Columbia Racing Commission,
(c) gaming, other than the Gaming Audit and Investigations Office, and
(d) the Lottery Corporation, 

are transferred to the Minister of Labour and the Ministry of Labour respectively.

The Minister of Labour is charged with the administration of the following enactments:

Lottery Corporation Act,
Pension (College) Act,
Pension (Municipal) Act,
Pension (Public Service) Act,
Pension (Teachers) Act,
Public Sector Pension Plans Act (S.B.C. 1999, c. 95). 

The duties, powers and functions of the Minister of Finance and Corporate Relations and the Ministry of Finance and Corporate Relations in relation to the Superannuation Commission are transferred to the Minister of Labour and the Ministry of Labour respectively. 

Public Service

The Minister Responsible for Public Service is charged with the administration of the Public Service Act

Social Development and Economic Security

The Ministry of Human Resources is renamed the Ministry of Social Development and Economic Security. 

The duties, powers and functions of the Minister of Advanced Education, Training and Technology and Minister of Intergovernmental Relations and the Ministry of Advanced Education, Training and Technology and Ministry of Intergovernmental Relations respecting the Office for Disability Issues and skills development programs are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.

The duties, powers and functions of the Minister for Children and Families and the Ministry for Children and Families respecting child care services and the Provincial Child Care Advisory Council are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security. 

The duties, powers and functions of the Minister of Employment and Investment and the Ministry of Employment and Investment respecting the British Columbia Housing Management Commission and the Provincial Rental Housing Commission are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security. 

The duties, powers and functions of the Minister of Municipal Affairs and the Ministry of Municipal Affairs respecting the Building Code Appeal Board and housing policy are transferred to the Minister of Social Development and Economic Security and the Ministry of Social Development and Economic Security.

The Minister of Social Development and Economic Security is charged with the administration of the following enactments,

BC Benefits (Income Assistance) Act (section 6)
BC Benefits (Youth Works) Act
Homeowner Protection Act
Shelter Aid for Elderly Renters Act

Where reference is made in Part 5 of the Freedom of Criminal Records Review Act to the Minister of Womens Equality, the reference shall be deemed to be to the Minister of Social Development and Economic Security.

Women's Equality

The duties, powers and functions respecting the Rapid Transit Project 2000 Ltd. are transferred to the Minister of Womens Equality and the Ministry of Womens Equality respectively. 

The Minister of Womens Equality is charged with the administration of the British Columbia Transit Act.

The Minister of Agriculture and Food is charged with the administration of the Land Reserve Commission Act (S.B.C. 1999, c. 14).

The Minister of Advanced Education, Training and Technology is charged with the administration of the Tuition Fee Freeze Act.

The Attorney General and Minister Responsible for Multiculturalism, Human Rights and Immigration is charged with the administration of the Electoral Districts Act (S.B.C. 1999, c. 31).

The Minister of Aboriginal Affairs is charged with the administration of the Nisga'a Final Agreement Act (S.B.C. 1999, c. 3).

The appointment of John W. Cook under order in council 1406/84 is rescinded.

The appointment of David Kelly as Deputy Minister of Health and Deputy Minister Responsible for Seniors is rescinded. 

David Kelly is appointed Deputy Minister, Ministry of Small Business, Tourism and Culture. 

The appointments of Valerie Mitchell as Deputy Minister, Womens Equality, and as a member of the Industry Training and Apprenticeship Commission, are rescinded. 

Valerie Mitchell is appointed Deputy Minister, Ministry of Community Development, Cooperatives and Volunteers. 

The appointments of John Mochrie made by order in council 215/96 are rescinded and John Mochrie is appointed Superannuation Commissioner, Commissioner of Municipal Superannuation and Commissioner of Teachers Pensions and he is declared to have the status of a deputy minister and the terms and conditions of appointment, including remuneration, of John Mochrie continue to be those applicable to him by reason of the order in council 215/96 appointments.

Effective September 7, 1999, the appointments of Cindy Morton made by order in council 1121/97 are rescinded and she is appointed as Deputy Minister of Labour and as a member of the Industry Training and Apprenticeship Commission, representing the Provincial government, for a term ending December 2, 1999. 

The declaration respecting Maureen Nicholls made by order in council 677/96 is rescinded and Maureen Nicholls is appointed as Commissioner of the Public Service Employee Relations Commission and Deputy Minister Responsible for the Commission. 

The appointment of Tony Penikett as Deputy Minister, Negotiations, Ministry of Finance and Corporate Relations is rescinded and Tony Penikett is appointed Deputy Minister, Crown Corporation Secretariat. 

The appointment of Blair Redlin as Deputy Minister of Transportation and Highways is rescinded. 

The appointment and declaration respecting R. Lorne Seitz made in paragraph (b) of order in council 691/99 are rescinded. 

The appointments of Lyn Tait as Deputy Minister of Small Business, Tourism and Culture and as a director of Tourism British Columbia are rescinded and Lyn Tait is appointed Deputy Minister of Intergovernmental Relations.
