   a)  effective February 1, 2003: by repealing sections 121(1)(a) and (3), 122, 124(2)(c)(i), 126(1), 128(3)(c), (4) and (5) and 129(3) and (4) and Item 3 of Schedule B and
b)  effective March 1, 2003: (i) in section 8(1)(e) by striking out "and 126" (ii) by repealing section 126(2).

b)  by adding the following subsection: (7) Despite, subsection (4)(b) or (5) or both, a crisis supplement, may be provided to or for a family unit for the, following: a) fuel for heating b) fuel for cooking, meals c) water d) hydro.
