Section 1 (1) of the Passenger Transportation Regulation, B.C. Reg. 266/2004, is amended by repealing the definition of "connector bus" and substituting the following:
"connector bus" means a commercial passenger vehicle when it is operated exclusively between one fixed terminating point (the "base") and another fixed terminating point (the "facility") that is a port, as that word is defined in section 5 of the Canada Marine Act, an airport or a terminal operated by a ferry operator, as that term is defined in the Coastal Ferry Act, if
(a) in travelling from the base to the facility, all passengers picked up at or after the base are dropped off only at the facility,
(b) in travelling from the facility to the base, the commercial passenger vehicle carries as passengers only those passengers who were picked up at the facility and drops off those passengers at or before the base, and
(c) the licensee operating the commercial passenger vehicle has written authorization from the operator of the facility to pick up passengers at that facility.

  (b) all persons employed within the Meat Hygiene Program of the Canadian Food Inspection Agency as:
    (i)  Regional Veterinary Program Specialists
    (ii)  Regional Meat Product Program Specialists
    (iii)  Regional Veterinary Officers
    (iv)  Veterinarians in Charge, and
    (v)  Meat Hygiene Inspectors.
 2.  Persons appointed under section 1(b) are limited to exercising powers under the Act necessary for enforcing
  (a) the provisions of the Act with respect to meat that is or is likely to be contaminated or otherwise unfit for human consumption, and
  (b) the Meat Inspection Regulation, B.C. Reg. 349/2004.

Larry Copeland, Director of Food Protection Services at the BC Centre for Disease Control, is delegated authority, with respect to slaughter establishments and meat processing establishments as defined in section 1 and designated under section 4 of the Meat Inspection Regulation, to

  1. issue licenses under section 5(1) of the Food Safety Act,
  2. amend, add or impose terms, restrictions or conditions, suspend, cancel or refuse to renew licenses under section 5(4) of the Food Safety Act, and
  3. take summary license action under section 6 of the Food Safety Act.

Flowage Rights of Way to be Issued to British Columbia Hydro and Power Authority:

  (a) the Flowage Rights of Way may be issued under the Land Act without the need for applications under that Act; and
  (b) the Flowage Rights of Way may be granted without the payment of fees which would otherwise be required under the Land Act Fees Regulation. All documents associated with the Flowage Rights of Way may be executed on behalf of Her Majesty the Queen in right of the Province of British Columbia by Land and Water British Columbia Inc. in accordance with the Delegation Agreement dated March 31, 2003.
