Minister of Economic Development and Minister Responsible for the Asia-Pacific Initiative and the Olympics is charged with the administration of the Industrial Development Act. A transfer of administration of this order serves also to transfer to the Minister of Economic Development and Minister Responsible for the Asia-Pacific Initiative and the Olympics the unexpended balance of money and other resources authorized for the administration of duties, powers, functions and enactment involved.

3   (1)   In this section, "agency" means the Canadian Transportation Agency continued by section 7 (1) of the Canada Transportation Act.
  (2)   Administration of the provisions of the Canada Transportation Act adopted by section 7 of the adopting regulation is delegated to the agency.

B.C. Reg. 26/58, Motor Vehicle Act Regulations, is amended by repealing sections 3.01, 3.011, and 3.012 and substituting the following:
Prohibition
3.01
A person must not drive or operate a vehicle on a highway unless displayed on it are
(a)   number plates in accordance with this Division, and
(b)   if a validation decal is issued for attachment to a number plate, the validation decal in accordance with this Division.

3.011
Number plates issued for a vehicle under the Commercial Transport Act or Motor Vehicle Act must be attached
(a) one plate to the front and one plate to the rear of the vehicle, if 2 number plates are issued for a vehicle, and
(b) to the rear of the vehicle, if a single number plate is issued for a vehicle.;

3.012
If a validation decal is issued under the Commercial Transport Act or Motor Vehicle Act for attachment to a number plate, it must be attached
(a) in the case of a motor vehicle licensed under the Commercial Transport Act that has a licensed gross vehicle weight exceeding 5 500 kg, to the place provided on the front number plate, or
(b) in the case of any other vehicle, to the place provided on the rear number plate.

Section 3 (2) of B.C. Reg. 320/2004, the Waste Discharge Regulation, is repealed and the following substituted:
(2)   The discharge of domestic sewage to a sewerage system is exempt from the Act and the regulations if the Sewerage System Regulation applies to the construction and maintenance of the sewerage system and one or both of the following apply:
  (a)   the domestic sewage is not discharged into surface water, as defined in the Sewerage System Regulation, or marine waters;
  (b)   the discharge is from a sewerage system serving a single family residence or a duplex.

B.C. Reg. 174/70, the Tunnel Transportation of Dangerous Commodities Regulation, is repealed. The Tunnel Transportation of Dangerous Goods Regulation is made.

Effective October 31, 2006, the following provisions of the Railway Act shall apply to the common carrier railway of the Island Corridor Foundation, and by way of the lease and operating agreement to the railway activities of the Southern Railway of Vancouver Island Limited (Certificate No. 6549): Part 1; Parts 12 to 14 inclusive; Parts 24 to 26 inclusive; Part 32; Part 37; and Part 46. Certificate No. 6546 is cancelled.

The table in section 7 of B.C. Reg. 210/2004, the Railway Safety Adopted Provisions Regulation, is amended:
(a)   in column 2, item 3, by adding "The section is renumbered as section 25 (1) and the following subsection is added:
  (2)   The Agency may award costs in any proceeding before it",
(b)   in column 1, item 5, by striking out "Sections 27 and 28" and substituting "Sections 27, 28 and 29 (1)",
(c)   in column 2, item 5, by adding "In Section 29 (1), the words "or this Act or a regulation made under subsection (2) provides otherwise" are removed", and
(d)   in column 2, item 8, by striking out In section 101 (4) "(Canada)" is added after the words "Railway Safety Act" and substituting "Section 101 (4) is removed,".
