(a)  sections 7 to 10 and 16 to 26 of the Child and Youth Statutes (Representation Improvement) Amendment Act, 2007, S.B.C. 2007, c. 5, are brought into force;

(b)  section 6 of the Representative for Children and Youth Act, S .B .C. 2006, c. 29, as repealed and replaced by section 9 of the Child and Youth Statutes (Representation Improvement) Amendment Act, 2007, is brought into force except paragraph (c);

(c)  section 10 of the Representative for Children and Youth Act, as repealed and replaced by section 10 of the Child and Youth Statutes (Representation Improvement) Amendment Act, 2007, is brought into force;

(d)  section 22 of the Representative for Children and Youth Act, as repealed and replaced by section 19 of the Child and Youth Statutes (Representation Improvement) Amendment Act, 2007, is brought into force;

(e)  sections 26 to 28, 31, 36 and 37 of the Representative for Children and Youth Act, are brought into force;

(f)  the Office for Children and Youth Act, S.B.C. 2002, c. 50, is repealed.

MINISTERIAL ORDER 64

Ministry Responsible: HEALTH

Statutory Authority: Food Safety, ss. 8 and 21

Dr. Brian Radke, Public Health Veterinarian, Food Protection Services Division at the British Columbia Centre for Disease Control, is appointed as an inspector under section 8 of the Food Safety Act and is delegated my authority to order food recalls under section 12 (4) (c) of the Food Safety Act, issue licences under section 5 (1) of the Food Safety Act and take action under sections 5 (4) and 6 of the Food Safety Act.

Effective on the later of April 1, 2007 or the date of execution of this Ministerial Order, the Attorney General hereby transfers to the Thompson-Nicola Regional District all the right, title and interest of the Crown in the personal property which constitutes the water system which was formerly owned by Loon Lake Water Works Co. Ltd. and which vested in the Crown upon the dissolution of the Company on June 13, 2005, without further instrument of grant.

Effective on the later of April 1, 2007 or the date of execution of this Ministerial Order, the Attorney General hereby transfers to the Thompson-Nicola Regional District all the right, title and interest acquired by the Crown in the following interests in land, by reason of the dissolution of Loon Lake Water Works Co. Ltd. on June 13, 2005: 1. Statutory Right of Way KD64404; 2. Right of Way M30162, without further instrument of grant.

Effective on the later of April 1, 2007 or the date of execution of this Ministerial Order, the Attorney General hereby transfers to the Thompson-Nicola Regional District all the right, title and interest of the Crown in the Maintenance Reserve Trust Fund and the Replacement Reserve Trust Fund for the water system which was formerly owned by Loon Lake Water Works Co. Ltd. and which Trust Funds vested in the Crown upon the dissolution of the Company on June 13, 2005, to be held by the Thompson-Nicola Regional District on the same terms and conditions as the Trust Funds was held by the Company, without further instrument of grant.

Ministry Responsible: ATTORNEY GENERAL

Statutory Authority: Escheat, s. 4.1 (4)

Effective on the later of April 1, 2007 or the date of execution of this Ministerial Order, the Attorney General hereby transfers to the Thompson-Nicola Regional District all the right, title and interest of the Crown in:

1.  the funds in the chequing account which is comprised of money held by Loon Lake Water Works Co. Ltd. prior to its date of dissolution, and

2.  accounts receivable of the Company which vested in the Crown upon dissolution of the Company and accounts receivable of the Crown, without further instrument of grant.

The Attorney General rescinds the appointment of the Comptroller of Water Rights to manage and operate the water system which was owned by Loon Lake Water Works Co. Ltd., which corporation was dissolved on June 13, 2005. This rescission of the appointment is effective on the later of April 1, 2007 or the date of execution of this Ministerial Order.

(b)  the portion of the Ministers Letter made May 20, 1998 that delegates duties, powers and functions granted and imposed under sections 10 (1), 10 (2), 10 (3), 10 (5) and 10 (6) of the Community Care Facility Act is repealed, and the powers and duties granted and imposed by sections 23 (1), 23 (2) and 23 (5) of the Community Care and Assisted Living Act is delegated to the Regional Health Boards.
