(a)  a Commission under the Great Seal is issued appointing Edward R. Brecknell a Justice of the Peace in and for the Province of British Columbia, and

(b)  effective on the day after the day on which section 1 comes into effect, and on the recommendation of the Judicial Council of the Provincial Court of British Columbia, His Worship Edward R. Brecknell, Justice of the Peace, is designated as a judicial justice.
